hello why is that rounded dotted thing when i save the rank ?

My guess is that it were semi-transparent pixels. But because gif only works with solid colors, the semi-transparent colors have been converted.

What I would try is start from your rounded rectangle form and use only clipping masks. Or you can try to add to all the layers a layer mask with the rounded rectangle form.

Ok i have one layer down solid blue but i need the half second layer to be darker so the result wil be like that ... darker color or trasparent oprtion is the problem?

Normally it shows only pixels that are in the file.

You can look for the layer causing the problem by placing a temporary background layer in a solid color, then you should be able to see the dots. If you toggle all the layers one by one on/off you can see which one causes these. When you remove the outstanding pixels it should be oke.

all about the right settings

my other question is how all the changes i do like color will automatically change to all animation layers ...cause now i have to do manual the changes 
i do the changes on the first animation layer and effect all layers but not the changes with opacity i have to do them every time

Maybe something that will help you to make smoother animations is to use the Tween-option . This option will insert intermediate layers, so the animation is smoother. This way you can easily make a fading, scrolling, growing ... effect.
